Transmission Function Employee Job Titles and Descriptions


Pursuant to 18 C.F.R. § 358.7(f)(2), Basin Electric is required to post the job titles and job descriptions of Transmission Function Employees.

The job titles and job descriptions of Basin Electric's Transmission Function Employees are as follows:

Manager of Transmission Services

  • Reports to the Vice President of Transmission.
  • Directs transmission studies as required.
  • Directs transmission operational studies.
  • Represents Basin Electric at various regional organizations including SPP, MISO, MRO, and WECC.
  • Provides support to Cooperative members regarding transmission related issues.
  • Testifies before state and federal regulatory hearings and public meetings.
  • Implements Basin Electric support of FERC Orders 890 and 1000 and subsequent changes to assist Basin Electric and its member cooperatives in developing transmission tariffs.
  • Ensures studies required to meet NERC transmission planning related compliance standards are adequate.

Senior Electrical Engineer

  • Reports to the Manager of Transmission Services.
  • Plans, conducts and prepares short and long-range bulk transmission system expansion studies.
  • Conducts operating studies for major system additions.
  • Represents Basin Electric in committee meetings involving Basin member systems, other utilities, SPP, MISO, MRO, and WECC.
  • Modifies and updates computer programs used in power system analysis.
  • Develops and submits system modeling data to MRO, SPP, and WECC.
  • Reports and provides specifications to management concerning system operation, improvement, or expansion, which may also require formal reporting to SPP, MRO,and WECC.
  • Testifies before state regulatory meetings and public meetings. Provides consulting services with member utilities concerning distribution expansion studies including the recommendation of transmission additions and system operations.
  • Must be familiar with FERC Orders 890 and 1000 and subsequent changes to assist Basin Electric and its member cooperatives in developing transmission tariffs.
  • Performs studies required to meet NERC transmission planning related compliance standards.

Electrical Engineer

  • Reports to the Manager of Transmission Services.
